Coal India Secures 975 MW at $0.0359/kWh in Rajasthan’s 2.45 GW Pugal Solar-BESS Tender

Coal India secured a combined 975 MW of solar capacity with attached battery energy storage in an auction conducted by Rajasthan Solar Park Development Co. Ltd. for 2,450 MW of solar paired with 1,600 MW/6,400 MWh of BESS at the Pugal Solar Park.

Coal India's Successful Bid in Solar Capacity Auction

The state-run miner picked up 750 MW in Lot 1 at USD 0.0372/kWh and 225 MW in Lot 2 at USD 0.0359/kWh, the lowest tariff discovered in the tender. The auction forms part of a strategy to stabilize grid supply by mitigating solar intermittency through large-scale storage integration.

All told, the full 2,450 MW of capacity was assigned to four winners: Coal India, NLC India, Rama Reflection India, and LEO Energies.

How the Bidding Unfolded in Each Lot

Lot 1, covering 2,000 MW, drew 31 bidders against a starting tariff of USD 0.0423/kWh. NLC India won 1,000 MW and Rama Reflection India 250 MW, both at USD 0.0371/kWh, while Coal India took the remaining 750 MW at USD 0.0372/kWh. Winning bids in this lot came in more than USD 0.00525/kWh below the starting level, showing how far competitive bidding drove price discovery downward.

Lot 2, comprising 450 MW, attracted 17 bids. Coal India won 225 MW at USD 0.0359/kWh, and LEO Energies took the balance of 225 MW at USD 0.0360/kWh. Winning tariffs clustered tightly across the auction, with only USD 0.00126/kWh separating the lowest and highest winning prices, evidence of fierce head-to-head competition among the successful bidders.

A Four-Hour Storage Requirement Bundled with Solar

The Pugal Solar Park tender stands out for the scale of storage attached to the solar capacity. The 1,600 MW/6,400 MWh BESS requirement implies a four-hour storage duration across the awarded capacity, procured directly alongside the solar rather than separately.

Bundling solar and storage in a single auction administered by Rajasthan Solar Park Development Co. Ltd reflects the state's approach to procuring firm, dispatchable renewable capacity.

The stated objective is to address the variability of solar output and its impact on grid stability. Participation levels, 31 bidders in Lot 1 and 17 in Lot 2, pointed to strong market interest relative to the capacity on offer.

USD 0.0359/kWh to USD 0.0699/kWh: A Striking Spread in Quotes

The gap between the lowest tariff of USD 0.0359/kWh and the highest quoted tariff of USD 0.0699/kWh highlighted wide variance in bidders' internal assumptions on capital expenditure, battery degradation, and operational margins.

For participants quoting as high as USD 0.0699/kWh, the outcome underscored how far their assumptions diverged from those of the winners, whether on capital costs, degradation projections, or margin requirements.

Pricing Pressure and Execution Questions Ahead

The aggressive pricing signals significant developer confidence in large-scale hybrid storage projects, despite concerns over battery and module cost volatility.

For EPC contractors and developers, the discovered prices of USD 0.0359/kWh-USD 0.0372/kWh place considerable pressure on project economics, and the ability to maintain margins at these levels will be a key consideration going forward. Attention now turns from price discovery to delivery.

Two questions will shape the narrative in the months ahead: whether developers can hold to project execution timelines and whether they can sustain margins at the discovered price points. The answers will matter not only for the four winners but also for the broader market for solar-plus-storage procurement in India.

How the awarded projects perform against their timelines and financial assumptions will test whether tariffs at this level are sustainable across future tenders of this kind.
