Philippine Grid Gains 25 MWp as Trinasolar-PetroGreen Partnership Delivers Bugallon Solar Plant to WESM

Pangasinan's Bugallon Solar Power Plant entered commercial operations on September 5, 2026, marking the latest milestone in a collaboration between Trinasolar and PetroGreen Energy Corporation that stretches back more than a decade.

The 25 MWp facility, situated on the island of Luzon in the Philippines, began trading electricity in the country's Wholesale Electricity Spot Market after receiving its certificate of compliance from the Energy Regulatory Commission.

A Decade of Collaboration Reaches Its Newest Milestone

Trinasolar first entered the Philippine market in 2013, and its working relationship with PetroGreen took shape two years later in 2015. The two organisations have since collaborated on a sequence of utility-scale installations across multiple Philippine provinces, including the 20 MWp Tarlac-2 project, the 27 MWp Dagohoy project in Bohol, and the 40 MWp Limbauan project in Isabela.

Bugallon represents the most recent addition to that shared portfolio. Maria Victoria M. Olivar, Senior Vice President for Business Development and Commercial Operations at PetroGreen Energy Corporation, described the significance of that continuity.

"Each project has strengthened how PetroGreen and Trinasolar work together. From Dagohoy and Limbauan to Bugallon, Trinasolar has supported us with the latest module technology, dependable supply, and the continuity needed to advance a growing portfolio. That consistency matters as PetroGreen brings more utility-scale solar capacity into operation across the Philippines," she said.

Project Structure and Development Framework

The Bugallon Solar Power Plant is owned and operated by Bugallon Green Energy Corporation, which functions as a project company under Rizal Green Energy Corporation. Rizal Green Energy Corporation is a joint venture formed between PetroGreen Energy Corporation and Japan's Taisei Corporation.

The project was developed under the Green Energy Auction Program Round 2, a government mechanism through which the Philippines procures new renewable energy capacity through competitive tender processes. The facility feeds into the Luzon grid, the country's largest interconnected electricity system. The plant is projected to generate approximately 51 GWh of electricity annually and to offset around 36,000 metric tons of carbon dioxide emissions each year.

Module Supply and Technical Specifications

Trinasolar delivered 35,350 solar modules to equip the facility, supplying units across two wattage configurations, the Vertex N 705W and 710W, both designated under product code NEG21C.20. The modules are n-type i-TOPCon bifacial dual-glass units.

For a deployment in the Philippine climate, Trinasolar highlighted two performance characteristics as particularly relevant. The modules carry a power temperature coefficient of negative 0.29 percent per degree Celsius, a figure the company cited in the context of the country's high ambient temperatures. Trinasolar also pointed to the modules' resistance to high-temperature and high-humidity environments as a factor supporting sustained output over the plant's operational life under tropical conditions.

Positioning Within the Philippines' Renewable Energy Targets

The Philippine government has established a target of achieving a 35 percent renewable energy share in its national power-generation mix by 2030. Elva Wang, Group Director for Southeast Asia at Trinasolar, placed the Bugallon project explicitly within that national objective. "Since Trinasolar entered the Philippines in 2013, Trinasolar has grown with the market and with longstanding partners like PetroGreen.

The Bugallon Solar Power Plant marks another significant step towards achieving the Philippines' target of 35% renewable energy share in its power-generation mix by 2030. We are grateful to be part of this progress alongside invaluable partners like PetroGreen as we continue to deliver the latest solar and energy storage solutions to support the country's evolving energy needs," Wang said.

The plant's entry into the Wholesale Electricity Spot Market adds utility-scale solar generation to the Luzon grid through a project rooted in a government-backed auction process, contributing to the structured expansion of renewable capacity the Philippine energy sector has been pursuing through the Green Energy Auction Program.
