China's Universal Energy Switches On Azerbaijan's First Auction-Procured Solar Plant in Garadagh District
Azerbaijan commissions its first auction-procured 100MW Gobustan Solar Plant, built by China's Universal Energy, boosting renewable capacity to 2,170MW wit

Azerbaijan has taken a step that its government describes as a turning point in the country's energy transition, commissioning a 100 MW solar facility in the Garadagh district of Baku that carries a distinction no previous project in the country holds: it is the first renewable energy plant to emerge from a competitive auction process.
President Ilham Aliyev inaugurated the Gobustan Solar Power Plant, which was built by Universal International Holdings Limited, a subsidiary of Shanghai-based Universal Energy, for whom the project marks a first foray into the Azerbaijani market.
How the Auction Unfolded
The origins of the Gobustan plant trace back to April 2024, when Azerbaijan conducted its first-ever renewable energy auction. Universal International Holdings won the contract in November 2024 by submitting the lowest winning bid among competing developers, at USD 0.0354 per kilowatt-hour.
The company's broader business covers green energy and energy storage system solutions. The plant itself occupies 300 hectares and is designed to generate 200 GWh of electricity per year. Azerbaijan's presidential office has stated that this level of output is expected to displace roughly 45 million cubic meters of natural gas annually and cut carbon emissions by 97,000 tons each year.
Where Azerbaijan's Renewable Capacity Now Stands
The addition of the Gobustan plant pushes Azerbaijan's total installed renewable energy capacity to 2,170 MW across 85 power plants, according to government figures, a level that represents 21.5 percent of the country's overall energy capacity.
Hydroelectric power remains the backbone of that fleet, with 65 plants accounting for 1,443.5 MW of the total. Solar energy now contributes 378.2 MW spread across ten operational projects, with Gobustan the most recent to come online. Officials have set a target of bringing an additional 1.5 GW of renewable projects into operation by the end of 2027.
Government estimates place Azerbaijan's total economic potential for green energy at 27 GW, with 23 GW of that attributed to solar resources. The country's technical potential is assessed at considerably greater scale, with figures of 135 GW onshore and 157 GW offshore cited by authorities.
Large Projects Advancing Across the Country
Gobustan's commissioning arrives as a broader wave of solar development takes shape across Azerbaijan, with multiple large-scale projects at various stages of progress. UAE-based developer Masdar has reached financial close on the 315 MW Neftchala solar photovoltaic project, which is to be constructed in southeastern Azerbaijan. At the same time, Masdar has announced plans to expand the existing 230 MW Garadagh solar PV plant, adding a minimum of 350 MW of solar capacity alongside battery storage infrastructure.
Masdar is also advancing a third project in the country, the 445 MW Bilasuvar solar development, which it is co-developing with Socar Green, a wholly-owned subsidiary of Azerbaijan's state oil company Socar. Chinese companies beyond the Gobustan developer are also engaged in the market. Sichuan Sunsync has proposed establishing a solar panel manufacturing plant in Azerbaijan, while POWERCHINA is exploring potential involvement across solar, wind, smart energy systems, and green hydrogen.
A Domestic Manufacturing Ambition Takes Form
Alongside the push to develop generation capacity, Azerbaijan is working toward creating a local industrial base for the solar sector. The government is developing plans for an export-oriented photovoltaic module factory to be sited in a free economic zone near Baku. Such a facility would reduce Azerbaijan's dependence on imported components while potentially positioning the country as a supplier to regional markets.
The parallel tracks of operational growth, a deepening project pipeline drawing in developers from China and the UAE, and plans for domestic manufacturing reflect an effort by Azerbaijan to advance its renewable energy sector across several fronts at once.
