Ashburn-Based Overview Energy Lands Department of War OECIF Contract for Space Solar Homing Beacon
Overview Energy wins a Department of War OECIF contract to develop its space solar homing beacon, enabling secure, precise beamed power delivery to remote

Overview Energy, the Ashburn, Virginia space solar startup, announced on September 30, 2026, that it has won a contract from the Operational Energy Capability Improvement Fund (OECIF), a Department of War program, to design, build, and test the homing beacon at the heart of its space solar energy system.
The beacon is ground-based hardware that military or commercial crews install at solar receiver sites. Its job is to let the company's orbiting satellites, which collect sunlight in space and convert it into a safe, invisible near-infrared beam, find the receiver, lock on, and deliver power with high precision, at any time of day. Authentication is central to the design.
A satellite will not transmit energy unless an active, authenticated beacon is present, a safeguard the company says prevents signal spoofing and hijacking. Overview characterizes the space-to-ground connection as the most critical element of space solar energy, with the beacon making that connection precise and safe.
Building Hardware Around the Warfighter
The OECIF program structure puts end users in the loop from the start. Overview's team visits bases early in the design cycle to gather operational requirements, then returns with operational beacon hardware for field testing and user feedback, an iterative process meant to ensure the final product reflects the needs of the personnel who depend on it.
"Delivering reliable power to remote and contested locations remains one of the military's most persistent operational challenges," said Christopher DePuma, Combat Power Portfolio Lead at OECIF. "Overview Energy's technology opens up a new source of reliable power, and the homing beacon ensures precise, secure power delivery from orbit to an authenticated destination. This award advances key technology to bring resilient energy safely to the warfighter."
Darko Filipi, Co-CEO of Overview Energy, pointed to the company's prior demonstrations as the foundation for this phase. "Having proven the core technology during airborne demonstrations, this award allows us to build operational hardware shaped directly by end-user input," Filipi said.
Cutting the Fuel Convoy Out of the Equation
The military problem the technology addresses is a familiar one: bases in remote and contested environments often rely on vulnerable fuel convoys for power, exposing supply lines to risk. Overview's system is designed to deliver reliable, redirectable power with no fuel shipments and no single points of failure. Because satellites beam energy to fixed receiver sites, capacity can shift across continents as mission requirements change.
The award is framed as a dual-use investment. Since the underlying technology directly supports the commercial energy sector, the program is intended to strengthen both military operational energy resilience and civilian grid capacity. Overview's business model envisions satellites in geosynchronous orbit collecting solar energy around the clock and beaming it to receivers at existing and future utility-scale solar projects, shifting power across continents in real time based on demand without changes to ground infrastructure.
From the Beacon to a 2028 Demo and a 2030 Constellation
The hardware funded under this contract has a defined flight path. It integrates directly into the company's first satellite for a scheduled 2028 space solar energy demonstration and serves as the baseline ground hardware for a GEO satellite constellation scheduled for deployment starting in 2030.
The orbital side of the system has already been partially validated. Overview has achieved first-of-its-kind power beaming from a moving airborne platform, a flight test that validated the tracking and pointing systems planned for the orbital platform. Founded in 2022, the company is backed by leading investors in energy and aerospace.
The OECIF award is not the company's first military work. Overview has previously won a contract from the U.S. Air Force, through the Secretary of the Air Force for Installations, Energy, related to space solar energy in operational resilience, according to related company announcements.
A Dual-Track Market for Space Solar
The defense contract sits alongside commercial momentum. Overview Energy and Meta have announced a first-of-its-kind agreement and partnership to advance American-built space solar energy, with initial deployment aimed at data centers, per a prior company announcement.
Together, the two deals reflect the company's positioning of space-based solar power for both defense and civilian energy markets. The company describes its mission as turning uninterrupted sunlight in space into directable energy on Earth, with satellites collecting solar energy 24/7 in geosynchronous orbit and beaming it to ground receivers as safe near-infrared light, shiftable across continents in real time based on demand.
How the OECIF Program Fits In
The Operational Energy Capability Improvement Fund is described as the Department of War's premier, joint operational energy investment program. It operates in the pre-commercialization phase, using targeted science and technology investments to guide and mature advanced, first-of-a-kind operational energy technologies across warfighting platforms and domains.
