SEG Solar Plans $950 Million, 4 GW HJT Cell Factory at Texas, US

Houston-based SEG Solar said on October 29, 2026, that it has signed a land agreement for a planned USD 950 million heterojunction (HJT) solar cell plant with 4 GW of capacity at its Tomball Industrial Campus in the greater Houston area.

The company expects the facility to create more than 700 local jobs.

A Two-Phase Build Toward 2029

SEG plans to bring the plant online in two 2 GW phases, with the first targeted for 2028 and the second for 2029. Once operating, the investment is expected to add 4 GW of annual solar cell manufacturing capacity.

The company said the plant would make the Tomball campus one of the only U.S. manufacturing locations where HJT cells, modules, and key components are all produced in one place.

The announcement presents the investment figure, capacity, job creation, and phase timing as planned or expected outcomes. SEG did not provide details on financing, construction start dates, or specific incentives tied to the project.

Built Beside Two Module Factories

The cell plant will sit next to SEG's existing 4 GW Tomball #1 module manufacturing facility and its 4.6 GW Tomball #2 module facility, which is still under construction. When the HJT cell facility is finished, the company said, "cell, module, and key component manufacturing will be consolidated at the campus."

Beyond the factories, the campus will include warehousing, an R&D center, a certified testing laboratory, and planned production lines for EVA and junction boxes, according to SEG.

Pitch to Developers: Domestic Content and Reliable Supply

SEG said its Texas-made modules, built with U.S.-produced HJT cells, will help developers and asset owners meet domestic content requirements while improving project economics. The company described a dependable source of U.S.-manufactured supply as an increasingly valuable feature in today's market.

Jim Wood, SEG Solar's chief executive officer, said bringing HJT cell manufacturing to the United States will give customers a more domestic supply chain with clearer sourcing and a single company standing behind the product.

"As the only U.S. company dedicated to integrated domestic vertical manufacturing, SEG will continue to strengthen our U.S. operations and innovation," Wood said. "American-made cells, American-made modules, one company accountable."

Company Profile and Output to Date

SEG was founded in 2021 and describes itself as a leading vertically integrated photovoltaic manufacturer headquartered in Houston, Texas. It says it is dedicated to delivering reliable and cost-effective solar modules to the utility, commercial and residential markets.

By the end of 2025, the company had shipped more than 7.5 GW of solar modules worldwide and reached a module production capacity of 6.5 GW, according to SEG.

A Run of Recent Announcements

The land agreement follows several other company updates listed on SEG's news page.

On August 11, 2026, SEG announced the inauguration of its second U.S. PV module manufacturing facility, and it separately reported that industry voices had come together at the factory opening. On August 19, 2026, the company said it had extended its track record on BloombergNEF's Tier 1 PV Module Makers List.

On September 16, 2026, SEG reported that it had produced its first HJT module at its second U.S. manufacturing facility.

On October 12, 2026, it announced that the second module factory had passed an Intertek ETL factory audit and been cleared for the North American market.

More recently, on October 19, 2026, SEG said it had been awarded an EcoVadis Bronze Medal with record scores in ethics and sustainable procurement. On October 27, 2026, the company said Wood had been invited to join a "Scaling Production in the U.S." panel at pv magazine USA Week 2026.
